CITY OF GORDON

TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

 

The City of Gordon will hold a public hearing at 5:30 p.m. on December 14, 2020, at the Community Center, 109 W. Oak St, Gordon, Texas 76453 regarding the submission of an application to the Texas Department of Agriculture for a Texas Community Development Block Grant Program (TxCDBG) grant. The purpose of this meeting is to allow citizens an opportunity to discuss the citizen participation plan, the development of local housing and community development needs, the amount of TxCDBG funding available, all eligible TxCDBG activities, and the use of past TxCDBG funds. The City encourages citizens to participate in the development of this TxCDBG application and to make their views known at this public hearing. Citizens unable to attend this meeting may submit their views and proposals to Teresa Johnson, 105 S Main St, Gordon, TX 76453, 254-693-5676. Persons with disabilities that wish to attend this meeting should contact City Hall to arrange for assistance. Individuals who require auxiliary aids or services for this meeting should contact City Hall at least two days before the meeting so that appropriate arrangements can be made. La ciudad de Gordon llevará a cabo una audiencia pública a las 5:30 pm el 14 de diciembre de 2020, en el Centro Comunitario, 109 W. Oak St, Gordon, Texas 76453 con respecto a la presentación de una solicitud al Departamento de Agricultura de Texas para Subvención del Programa de subvenciones en bloque para el desarrollo comunitario (TxCDBG). El propósito de esta reunión es brindar a los ciudadanos la oportunidad de discutir el plan de participación ciudadana, el desarrollo de la vivienda local y las necesidades de desarrollo comunitario, la cantidad de fondos disponibles de TxCDBG, todas las actividades elegibles de TxCDBG y el uso de fondos anteriores de TxCDBG. La Ciudad anima a los ciudadanos a participar en el desarrollo de esta aplicación TxCDBG y dar a conocer sus puntos de vista en esta audiencia pública. NOTICE OF INTENTION TO ISSUE

CERTIFICATES OF OBLIGATION

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Gordon, Texas, at its meeting to commence at 6:00 p.m. on November 9, 2020, at its regular meeting place at the Gordon Community Center, 109 W. Oak Street, Gordon, Texas, tentatively proposes to adopt an ordinance authorizing the issuance of interest bearing certificates of obligation, in one or more series, in an amount not to exceed $100,000 for paying all or a portion of the City’s contractual obligations incurred in connection with: (i) acquiring, constructing, installing, and equipping additions, improvements, extensions, and equipment for the City’s water system, including water treatment plant, water lines, meters, valves, pumps and related infrastructure improvements; and (ii) paying legal, fiscal and engineering fees in connection with such projects.  The estimated interest rate for the certificates is 0% per annum, the maximum maturity date for the certificates is March 1, 2041, and the estimated combined principal and interest required to pay the certificates to be authorized on time and in full is $100,000.  The current principal of all outstanding debt obligations of the City is $1,510,000.  The current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $2,492,763.  The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law and from a pledge of surplus revenues of the City’s waterworks and sewer system (the “System”) that remain after payment of all operation and maintenance expenses thereof, and after all debt service, reserve, and other requirements in connection with all revenue bonds or other obligations (now or hereafter outstanding) of the City have been met, to the extent that such obligations are payable from all or any part of the net revenues of the System.  The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of V.T.C.A., Local Government Code, Subchapter C of Chapter 271.
